Serbia and the EU signed the Stabilisation and Association Agreement on Tuesday, but implementation will occur only after Serbia achieves full co-operation with the ICTY. The EU fast-tracked Serbia's signing to boost pro-Western parties' prospects ahead of May 11th elections.
